Westmoreland County, Pennsylvania
SAI was responsible for the Preliminary Engineering, Final Design, ROW Acquisition, and Services During Construction for the replacement of the SR 119 Bridge over Zellers Run in Westmoreland County, PA.
Physical Features:
- 14′ x 8′ Precast Concrete Box Culvert
- 72′-10.5″ total width that carries five (5) lanes of traffic.
- 775′ of approach roadway plus intersection approach work on four (4) legs of adjacent signalized intersections.
Other Features:
- Project located between the interchange ramp intersections with SR 0030 EB/WB.
- SR 119 ADT is 10,200 vpd, thus requiring maintaining traffic during construction. An alternatives analysis for traffic control scenarios was performed early in the design phase.
- Three-phase construction utilizing ABC techniques was incorporated into the design.
- RULD’s for each phase were developed ($10,000/day or portion of day):
- Phase 1 was 12 days
- Phase 2 was 10 days
- Phase 3 was 13 days
- Temporary traffic signal designs were needed to assist in controlling traffic at the existing signaled intersections.
- Utility coordination included Verizon, Municipal Authority of Westmoreland County, Greater Greensburg Area Sewer Authority, Peoples Natural Gas, Comcast, Crown Castle, and West Penn Power. Both temporary and permanent relocations were necessary to construct within the work zone. Sewer line relocation was incorporated into the construction plans and documents.
- Design required closure details to tie to the existing culvert that carries Zellers Run under the Burger King development.
- Design required incorporation of permanent notches in the end sections for utility relocations.
- Construction had to adhere to COVID-19 Safety Protocols.
- 2021 ASHE Southwest Penn Project of the Year Award recipient (<$3M).
